Agency Dispatcher

~/.openclaw/scripts/agency-dispatch.sh — the deterministic glue of the
marketing pipeline. Control-plane code, not model judgment:
orchestration that can be tested, logged, and trusted.

• What it does — reads EDITORIAL_CALENDAR.md; for each row with status assigned, flips
  it to in-work (crash-safe: before dispatch), then fires a one-shot agent turn
  (openclaw agent --agent newsroom|social) with the item context.
• Safety — flock lock (no concurrent runs), max 3 dispatches per run (cost cap),
  sequential execution, full log at ~/.openclaw/logs/agency-dispatch.log.
• Schedule — cron Sun–Thu 09:30 (after Editor’s Sunday plan, staggered from the 08:00 run).
