The agents are a probabilistic engine running inside a deterministic control plane:
contracts, policies, gates, schedules, logs. Rules live in files and enforcement lives in code —
never in prompts (“semantic blockers are not enforcement boundaries”).
Lives at ~/.openclaw/platform/ on the server.
